Construction continues on Randol Mill Road

Posted Oct. 16, 2019

Phase two of the Randol Mill Road improvements project is underway and is expected to be complete by July 2020.

Phase three, paving from Old Randol Mill Road to Precinct Line Road, is complete. Paving from Precinct Line to Racquet Club Drive is planned to start in January.

An evaluation of Randol Mill Road at Precinct Line Road provided several key findings:

  • Current conditions show the intersection of Randol Mill Road and Precinct Line Road performs at an F level of service during peak traffic times. Analysis shows that the intersection would experience oversaturation as traffic increases and shows the need for better intersection control at this location.
  • Analysis shows that a single-lane roundabout will perform nearly identical to a traffic signal at peak periods studied through 2040. It is expected to operate better than a signal for 22 hours per day, during off-peak times.
  • The single-lane roundabout is the safest form of intersection control with fewer predicted future fatal and injury collisions as compared to a traffic signal.
  • In addition, the roundabout is expected to be the more cost-effective option, when factoring in the additional right of way acquisition needed for a signalized intersection, as well as future maintenance costs.
  • The study findings indicate the single-lane roundabout is the more sustainable solution compared to a traffic signal.

The intersection study took a holistic approach for comparing the existing all-way stop conditions, a proposed traffic signal and the roundabout. Based on the evaluation and analysis, staff recommended a single-lane roundabout and construction began in August.
